Supporting Public Service Development Agency to continuously implement all benchmarks under the Visa Liberalisation Action Plan
Project Description
The project is part of EU’s overall efforts to strengthen institutions and support to good governance. It supports Public Service Development Agency in sustained implementation and further advancement of the reforms in accordance with the goals based on Visa Liberalization Action Plan (VLAP) and Eastern Partnership initiative (EaP). It also ensures sound implementation of the priorities identified by the Government of Georgia as outlined in Public Administration Reform (PAR) Roadmap 2020.
Specific Objective
1. Supporting the State Commission on Migration Issues and its Secretariat for more efficient migration management and better coordination of implementation of the VLAP long-standing commitments.
2. Ensuring equal access to public services and relevant public information as well as e-Governance tools in rural areas of Georgia.
3. Developing a centralized system for validation of the qualified electronic signatures/seals for improved security and simplified user experience.

Expected Results
- Institutional capacities of the State Commission on Migration Issues and its Secretariat are enhanced and efficient coordination of migration management in Georgia in ensured;
- At least 64 community centers are constructed, equipped, staffed and fully functioning;
- Public Awareness in rural areas about topical issues related to rules for visa-free travel to EU/Schengen area and rights/needs of the vulnerable group is raised through at least 120 informational, educational and civic engagement events conducted at Community Centers;
- At least 55 municipalities provide quality e-services, as well as manage their internal processes using e-governance tools (MMS) (out of which at least 34 municipalities use full functionalities of the system);
- System for web-based validity check of qualified electronic signatures/seals is developed for easy authentication of digitally signed/sealed documents for improvement of data and document security as well as interoperability.
