Project Goal: Enhancing Human Security in Georgia
The goal of this project is to make Georgia safer by ensuring that those responsible for security are held accountable. We aim to strengthen independent bodies that oversee security, ensuring they follow international standards for fairness and human rights.
Key Beneficiaries:
1. Public Defender’s Office – Protects citizens' rights.
2. Special Investigation Service – Investigates ill-treatment committed by officials.
3. Personal Data Protection Service – Monitors lawfulness of personal data processing.
4. Parliament (Defense & Security Committee) – Oversees security policies.
5. State Audit Office – Ensures transparency in government spending.

How We Will Achieve Our Goal:

Specific Objective
Overall Objective:
The main goal of this program is to improve the safety and security of people in Georgia by ensuring that security-related actors are held accountable for their actions. By strengthening oversight and accountability, we aim to create a more transparent and trustworthy security environment.
Specific Objectives:
- Strengthen Independent Oversight Bodies – Enhance the role and capacity of key oversight organizations like the Public Defender’s Office, the Special Investigation Service, Personal Data Protection Service and the State Audit Office.
- Align with EU and International Standards – Ensure that oversight bodies follow best practices and international standards for security and human rights.
- Improve Coordination Among Security Actors – Foster better cooperation and communication between law enforcement agencies, oversight bodies, and other relevant organizations.
- Increase Transparency in Security Sector Operations – Promote openness in how security-related decisions are made and how resources are allocated.
- Raise Public Awareness and Trust – Inform citizens on their rights, oversight mechanisms, and how they can hold security actors accountable, building greater public confidence in the system.
This program aims to create a safer, more accountable environment for all citizens, with oversight mechanisms that follow the highest standards of fairness and transparency.
Expected Results
Strengthened Capacities: The Public Defender’s Office, Special Investigation Service, Data Protection Service, Parliament (especially its Defense and Security Committee), and State Audit Office will have improved internal structures and procedures for more effective oversight.
Refined Roles and Mandates: The roles and mandates of oversight bodies will be aligned with European best practices to ensure higher standards of accountability and fairness.
Improved Coordination: Better coordination between oversight bodies and civil society and media will enhance collaboration and engagement in policy discussions.
Better Coordination Among Law Enforcement: Improved cooperation between law enforcement agencies will help them work together more effectively, leading to stronger and more unified security efforts.
Increased Public Awareness: People will better understand the work of oversight bodies, helping build trust in law enforcement and the systems that hold them accountable.
