IMPROVED SPECIALIZATION IN MIGRATION GOVERNANCE AND INTEGRATED BORDER MANAGEMENT IN GEORGIA (SPECS)

Project Description
This new project will be implemented in a partnership of two United Nations (UN) agencies, namely IOM – the UN Migration Agency and UNHCR – the UN Refugee Agency. This partnership envisages a holistic approach to deal with current and evolving challenges of border, migration and asylum-related issues, with due concern for protection of human rights, gender equality and adherence to principles of good governance. A total of 33 activities will be implemented, which are placed in the context of Georgia's implementation of the Association Agreement and the compliance of Georgia's migration and border management systems with the benchmarks of the Visa Liberalisation Action Plan.
Specific Objective
• Access to relevant integration support services for refugees and other displaced persons who fled the war in Ukraine, accompanied by complementary cash and employment opportunities, has been enhanced.
• Migration management institutions are effective, coordinated and adequately specialised to perform their duties.
• Border institutions are effective, coordinated and adequately specialised/equipped to perform their duties.
Expected Results
a) The access to social protection, cash assistance and employment and livelihood opportunities for Ukrainian refugees in Georgia is improved, whereas a tracking and reporting mechanism for flows of displaced populations into Georgia caused by the war in Ukraine is established.
b) The capacity of the Government of Georgia in effectively managing labour migration, reintegration, readmission, outreach to he Georgian diaspora and integration, as well as combating trafficking in human beings, is improved.
c) The capacity of the Government of Georgia in effectively managing and securing its borders is improved.
d) The awareness of the population of Georgia about visa-free travel, the introduction of ETIAS and prevention of trafficking in human beings is enhanced.
