Civil Society monitoring public administration reform and service delivery

Project Description
Association "Anika" with the support of the EU implements the project "Civil Society monitoring public administration reform and service delivery". The project partner is the Europe Foundation. Target area: Municipalities of Guria, Shida Kartli, and Mtskheta-Mtianeti.
The project aligns with the 2023-2026 Public Administration Reform Strategy and aims to ensure active involvement of civil society in monitoring public administration, decentralization, and public accountability reforms at the local level.

To achieve this goal, various interconnected activities will be carried out in all three target regions, including:

Evaluating the involvement of non-state actors in public discussions with local authorities on fiscal matters and the management of municipal welfare programs;

Providing a series of training sessions on monitoring and public participation tools;

Organizing roundtables to ensure active involvement of civil society organizations in political dialogue at local, regional, and national levels, with the aim of sharing experiences and discussing best local practices;

Developing civil budgets for municipalities;

Supporting local authorities in updating municipal welfare programs and ensuring access to public information about them;

Identifying and providing grant support to local civil society organizations for monitoring the delivery of municipal services and the management of public finances.
Specific Objective
Specific objectives of the action are the following:
1. Monitoring local public policies, local public procurement, public investment planning, and property management/disposal at the local level; Comparing welfare service delivery practices by municipalities and identifying best practices;
2. Supporting local CSOs with advisory and capacity-building activities to improve service delivery and accountability;
3. Enhancing the broad policy dialogue with CSOs and other actors’ active involvement at local, national, and regional levels; Sharing experience and discussing the best local practices;
4. Contributing to the development of Citizen’s budget, supporting municipalities in creating/redesigning welfare services, providing information on welfare services; Supporting monitoring and access to public information at local level.
Expected Results
The following results will be realized through the implementation of the action:
Estimated Result 1: Detailed information on local public policies, public procurement, public investment planning, and property management/disposal in 3 target regions is collected and analyzed, best practices identified, recommendations for further improvements produced; Capacities of local CSOs assessed.
Estimated Result 2: Strengthened CSOs’ knowledge, attitude, and skills for monitoring the implementation of public administration, accountability, and transparency reforms.
Estimated Result 3: Increased CSOs capacities and opportunities to engage in policy dialogue on local, regional and national levels.
Estimated Result 4: Increased local authorities’ knowledge and attitude for delivering better welfare service, improved access to information on local welfare services for local population.
