Programme for Energy Efficiency in Public Buildings in Georgia – KfW part

Project Description
This activity targets the energy efficiency (EE) upgrade and rehabilitation of public buildings (mainly schools) covering the entire Georgia. The Programme is part of the EU’s wider effort to improve the energy sector in Georgia, and specifically the activities under the Georgian Energy Sector Reform (GESR). It plays an important part in introducing the new EE standards, performance benchmarks and developing the market for EE in buildings. The Programme consists of an investment component co-financed by EBRD and KfW and an accompanied technical assistance (TA) package to support implementation.

The programme:
- Enhances market for EE in buildings by contributing to an improved value chain for EE materials and technologies and supporting capacity development of the private sector including construction companies;
- Optimises energy use in targeted buildings and reduce C02 emissions while the renovation measures will contribute to extending building lifetime and improving health and safety, comfort level and educational conditions.
Specific Objective
To support Georgia in improving energy efficiency in public buildings through investments in viable and technically feasible measures. The dedicated renovation of public buildings will reduce energy consumption, building operation costs while improving comfort level and structural sustainability of target buildings.
Expected Results
- Improved leadership of the government in the area of EE and create awareness about EE benefits;
- Reduced energy consumption in targeted buildings, typically between 20% and 40%, avoiding significant amounts of CO2 emissions;
- Established new market for EE material and services in the building sector in Georgia.
- Improved financial sustainability of the central Government and Municipalities, through lower energy cost; and
- Higher comfort level and hygiene/sanitary standards in buildings, improving learning and working environment.
