Enguri Hydro Power Plant Rehabilitation Project: Climate Resilience Upgrade

Project Description
The EU is committed to support Georgia in its efforts to improve and modernise the energy sector.
The Enguri Hydropower Plant produces over a third of the electricity consumed in Georgia, but in the 1990s it was in a terrible state of disrepair. Following a series of long-term improvements, the project aims at increasing availability of non-polluting renewable energy in the country and improving operational safety of the Enguri power facility. It modernises further the infrastructure around the Enguri dam.
The project:
- Improves site access and safety issues through the rehabilitation of the access road;
- Improve safety and efficiency of the hydropower plant through electromechanical and civil rehabilitation works and sediment management;
- Introduces an effective mechanism for river basin coordination and best international practices for integrating climate resilience in hydropower operations, as well as to establish a blueprint for river basin management through the Enguri Hydrology Initiative;
The European Union supports this project with €7,010,000, which is used to finance rehabilitation of the access road, purchase of hydro-meteorological equipment to support the Enguri Hydrology Initiative and the Enguri reservoir sediment. An EBRD loan of €38 million finances rehabilitation works on the Enguri headrace tunnel, switchyard and river diversion gates, as well as the Vardnili II spillway gates; emergency repairs on the Enguri HPP penstocks; reservoir sediment management.
Specific Objective
To make improvements to the Enguri Hydropower Plant to alleviate critical power shortage in Georgia at a low cost and to enhance the environmental benefits of the Enguri Hydro Power Plant facility.
Expected Results
- Increased resilience of Enguri Hydropower Plant to climatic variability and climate change;
- Safe operation of the Hydropower plan at full capacity;
- Contribution to confidence-building between Georgia and the breakaway region of Abkhazia.
