Support to the Public Administration Reform in Georgia

Project Description
The EU and the Government of Georgia recognise importance of implementing Public Administration Reform (PAR), as part of overall reform aspirations and effective implementation of the EU-Georgia Agreements. This project is providing technical assistance to the Government of Georgia to ensure effective implementation of reforms and improve quality of service delivery of the public administration, in harmonisation with European principles and best practices.
The project:
- Enhances efficiency and effectiveness of the central Public Administration through introduction of a policy-driven, results oriented approach;
- Enhances function of civil services according to professional standards, impartiality and accountability,
- Improves transparency, accessibility and the quality of services to citizens;
- Enhances accountability of the executive branch and assists in combating corruption;
- Strengthens public finance policy processes in public institutions.
Specific Objective
To improve efficiency, accessibility, accountability and transparency of the Georgian Public Administration in accordance with European principles of Public Administration and best practices.
Expected Results
- Strengthened evidence-based policy-making;
- Strengthened public consultations framework;
- Strengthened capacities of managers and HR units in public institutions to implement civil service reform;
- Improved internal processes in line ministries;
- Improved knowledge and capacity of public servants on integrity policies and mechanisms in the public sector;
- Improved processes for public service design and delivery;
- Improved public institutions staff's internal awareness of and support to PAR agenda;
- Improved public awareness of and support to PAR agenda;
- Developed enabling environment for CSO participation in public administration reform;
- Developed concrete public consultation and cooperation mechanisms and practices between public institutions and CSOs for participatory policy development, coordination, monitoring and evaluation;
- Enhanced legitimacy and accountability of CSOs;
- Improved legislative framework practices, and mechanisms for Freedom of Information;
- Promotion of CSO communication and visibility activities.
